Voters Approve $117,000 Share For New Vocational High School Construction

Town Meeting voters approved Article 11, authorizing the town’s initial $117,000 share of debt for the construction of a new regional vocational high school in Hanover. This second part of the vocational education proposal requires a two-thirds majority at Town Meeting and, like the membership article, is contingent on a successful Proposition 2 1/2 debt exclusion at the ballot box.
The debate saw opposition from residents concerned about the town's rising tax bill. Resident B. Collie asked, When is enough enough?
citing the cumulative impact of the new community center and public safety buildings on seniors on fixed incomes. However, S. Ciciotti of the Advisory Committee argued that this was the lowest-cost option
for providing vocational education, noting that the state is subsidizing 40% of the construction costs.
Several vocational graduates spoke in favor of the new school. R. Cooper shared that vocational training prevented her from dropping out and allowed her to earn $30 per hour by age 18. Superintendent E. Obi warned that if the vote failed, restarting the process of regional agreements and state approvals would take another two to three years.
Motion: Move that the town vote to appropriate the sum of $117,000 for the purpose of paying the town's allocable share for fiscal year 2027 of the bonds issued by the Southshore Regional Vocational Technical School District in order to pay the costs of designing, constructing, originally equipping and furnishing a new district high school and related athletic facilities located at 476 Webster Street, Hanover, Massachusetts... provided however that this vote shall not take effect until the town votes to exempt from the limitation on total taxes... (Proposition 2 1/2).
