Pembroke Votes To Join Vocational District; $2 Million Assessment Contingent On Ballot

In a major decision for the future of Pembroke's education system, Town Meeting voters approved Article 10 to join the Southshore Regional Vocational Technical School District. The move carries a $2 million assessment for fiscal year 2027, though the vote is contingent on a successful Proposition 2 1/2 debt exclusion at the town election.
Superintendent E. Obi explained that Pembroke has reached a crisis point regarding vocational options. Due to recent state admission policy changes, non-member towns are effectively shut out of vocational schools, as member towns now receive priority for all available seats. Non-member towns can no longer get seats,
Obi said, noting that Pembroke’s enrollment at the vocational school has plummeted from 80 students to just 18 in recent years.
Some residents, including E. McHugh, questioned the high cost given the low current enrollment. Superintendent Obi clarified that while student numbers are currently low, the $2 million would serve as bridge funding for critical capital repairs—specifically 46-year-old HVAC units in Pembroke schools—during the initial years while enrollment at the vocational school scales up. Resident J. Comfort supported the move, stating, It is the community's responsibility to educate the future.
Motion: Move that the town approve the Southshore Regional Vocational Technical School District budget for fiscal year 2027 and to pay its assessed share of such budget raise and appropriate $2 million; provided, however, that this vote shall not take effect until the town votes to exempt from the limitation on total taxes imposed by general law chapter 59 section 21C (Proposition 2 1/2) the amounts required to pay the town's allocable share of the district budget.
