The Pembroke Conservation Commission cleared the way for significant shoreline infrastructure improvements Thursday, authorizing the replacement of degraded boat ramps at Furnace, Oldham, and Stetson Ponds. The projects, presented by Gary Delo of LKB Engineering, seek to replace existing gravel and deteriorating structures with pre-cast concrete panels and stone runups. While the commission moved the projects forward, the hearings drew sharp concerns from residents regarding the size of vessels using the ponds and the potential for ecological contamination. Delo noted that for Furnace Pond, the team is seeking to replace the existing gravel boat ramp with a pre-cast boat ramp and a stone runup, with minimal jurisdictional impacts. However, Board Member G. Fellini questioned the long-term durability of the design, noting that larger boats often cause washouts when they get hung up on the drop-offs. Public testimony highlighted a growing anxiety over invasive species being introduced by trailers arriving from other water bodies. Resident J. George, representing a group from the Colony, urged the town to consider installing rinsing stations. We can start to train people to hose their boats and trailers down before they take whatever new muscle they found on the North River and bring it to our pond, she said. While the current project does not include plumbing for such stations, Board Member N. Pelladier suggested the community pursue funding through the Community Preservation Committee (CPC) or a Town Meeting warrant article. Abutter R. Dolly also raised concerns about construction vibration affecting his nearby septic system and pool, prompting N. Pelladier to clarify that while the commission reviews resource area impacts, structural and traffic management falls under the Town Manager’s office. Motion Made by N. Corsano of Cocker Design Group explained that the project involves 600 square feet of wetland impact, which will be offset by 900 square feet of mitigation. J. George spoke against the project on aesthetic grounds, stating, I really don't want to see that happen to the town... What brought me here was the beauty and the vibes. At the Laggie Preserve, the town secured approval for parking improvements, including six ADA-accessible spaces using stabilized stone dust and a geo-grid for overflow parking. N. Pelladier scrutinized the materials for the overflow area, asking for safety data sheets to ensure the components are environmentally safe. I'd like the safety data sheet for the grid.
